Online Application Now Available
A Certificate of Representation in Oregon Arbitration can now be submitted electronically and paid for online with a Visa or MasterCard. All letters of acknowledgement will be returned via email to the out-of-state attorney.
Certificate of Representation in Oregon ArbitrationInstructions for Appearance in Oregon Arbitration
To appear in Oregon for an arbitration proceeding, an out-of-state attorney must complete a Certificate of Representation in Oregon Arbitration and submit it to the Oregon State Bar for processing. With the completed certificate, they must also must include the following:
- A current (dated within three months) Certificate of Good Standing from the Bar association or highest court in the out-of-state attorney's home jurisdiction (electronic copy accepted);
- A certificate of professional liability insurance covering the out-of-state attorney's practice of law in Oregon that includes policy limits and deductible amount, OR, a copy of the notice to the client that informs the client the out-of-state attorney has no such insurance, OR, proof the out-of-state attorney is employed as in-house counsel or as a government attorney, and therefore is exempt from the requirement to carry professional liability insurance; and
- Confirmation of payment of the $200 fee. A link to make payment is available in the online form.
These items should be combined into a single PDF with the Certificate of Representation and submitted online through the link above. Please refer to RPC 5.5 (e) for further information regarding these requirements and the rule governing an appearance in an Oregon arbitration.

Filing Deadlines
There is no filing deadline for Arbitration applicants, but please be aware that at certain times of the year (specifically around the bar exam deadlines) there may be a slight delay in processing of the application.
Application Fees
The application fee for applicants seeking admission under RPC 5.5 (Arbitration Admission) is $200. Application fees must accompany the completed application forms.
