Online Application Now Available

Pro Hac Vice applications and renewals can now be submitted electronically and paid for online with a Visa or MasterCard. All approved Pro Hac Vice Applications will be returned via email to the Oregon attorney's email address on file with the OSB unless an alternative email address is designated in a cover letter. A self-addressed stamped envelope is no longer needed and no hardcopies will be returned at this time.

Instructions for Pro Hac Vice Appearance in Oregon

Oregon’s statute governing pro hac vice admission applies to all judicial and administrative proceedings (excluding federal courts).

Attorneys licensed to practice law before the highest court of record in any state or country, in order to appear on behalf of a party in any action, suit, or proceeding pending in Oregon before a court or administrative body must seek pro hac vice admission pursuant to UTCR 3.170.

Once granted, pro hac vice admission pertains to the individual attorney for the single case for a period of one year. There must be a separate application and approval at the end of each one-year grant in order to continue to appear in the matter.

Special rules pertain to attorneys employed by a government body who will be representing the government body in an official capacity (SEE Section (8) of UTCR 3.170 and to attorneys seeking to participate in a child custody proceeding as defined by 25 USC § 1903, pursuant to the Indian Child Welfare Act of 1978, 25 USC § 1901 et seq. (SEE Section (9) of UTCR 3.170).

To Seek Pro Hac Vice Admission Before a Court:

The attorney must establish that the attorney is in good standing in another state or country by providing an original, recent Certificate of Good Standing; associating with an active member in good standing of the Oregon State Bar who must participate meaningfully in the matter; complete, sign and submit to the Oregon State Bar a Certificate of Compliance for Pro Hac Vice Admission for acknowledgment; providing a certificate of insurance evidencing professional liability coverage for the attorney’s practice of law in Oregon that is substantially equivalent to the Oregon State Bar Professional Liability Fund plan; and submitting a check payable to the Oregon State Bar in the amount of $500.00.

The Certificate of Compliance for Pro Hac Vice Admission, for both electronic submissions and mailed in applications, can be found within the required form found here. The form also contains a link for payments made by Visa or Mastercard and attorneys wishing to renew an existing pro hac vice.

After the Certificate of Compliance has been returned via email, the Oregon lawyer must then submit the acknowledged Certificate of Compliance for Pro Hac Vice Admission with the motion seeking pro hac vice admission.

To Seek Pro Hac Vice Admission in an Indian Child Welfare Act child Custody Proceeding on Behalf of an Indian Tribe, Parent or Indian Custodian:

The attorney must complete, sign and submit to the Oregon State Bar a Tribal Representation Certificate of Compliance for Pro Hac Vice Admission for acknowledgment; establish that the attorney is in good standing in a Tribe or another state or country by providing an original, recent Certificate of Good Standing from that jurisdiction; establish the attorney is representing an Indian tribe or a parent/Indian custodian and the specified tribe has affirmed the child’s membership or eligibility of membership under tribal law; and provide a certificate of insurance evidencing professional liability coverage for the attorney’s practice of law in Oregon that is substantially equivalent to the Oregon State Bar Professional Liability Fund plan. These documents can be emailed to the Oregon State Bar’s Regulatory Services at regsvcs@osbar.org.

To Seek Pro Hac Vice Admission Before an Administrative Body:

The attorney must establish that the attorney is in good standing in another state or country by providing an original, recent Certificate of Good Standing; associating with an active member in good standing of the Oregon State Bar who must participate meaningfully in the matter; completing, signing and submitting an Administrative Certificate of Compliance for Pro Hac Vice Admission to the Office of Administrative Hearings, PO Box 14020, Salem, OR 97305; and providing a certificate of insurance evidencing professional liability coverage for the attorney’s practice of law in Oregon that is substantially equivalent to the Oregon State Bar Professional Liability Fund plan.

Filing Deadlines

There is no filing deadline for Pro Hac Vice applicants, but please be aware that at certain times of the year (specifically around the bar exam deadlines) there may be a slight delay in processing of the application.

Application Fees

Pro Hac Vice Application Fee: The application fee for applicants seeking admission under UTCR 3.170 (Pro Hac Vice Admission) is $500. Application fees must accompany the completed application forms.
